RTI Oversight in Telangana: 100 Days Without a CIC

Appointment of the Telangana State Chief Information Commissioner

In Telangana, the State Chief Information Commissioner (SCIC) and the State Information Commissioners are appointed by the Governor. The appointment is based on the recommendation of a committee consisting of the Chief Minister (who serves as the Chairperson of the committee), the Leader of the Opposition in the Legislative Assembly, and a Cabinet Minister nominated by the Chief Minister.

Pending Applications Before the Commission

As of December 31, 2023, 12,128 cases were pending in the Telangana State Information Commission (TSIC). This significant backlog has been accumulating since 2021, with 7,537 appeals and 4,591 complaints pending from 2017 to 2023. This backlog has resulted in applications remaining unresolved for years, causing delays in the disposal of cases.

The Commission Without a State Chief Information Commissioner

The absence of a The State Chief Information Commissioner can leave the Commission directionless. The SCIC plays a crucial role in the functioning of the Commission. They are responsible for the general superintendence, direction, and management of the affairs of the State Information Commission. Without a SCIC, the Commission may face challenges in effectively implementing the RTI Act and ensuring transparency and accountability in the functioning of the government.

The appointment of the State Chief Information Commissioner is a critical aspect that needs immediate attention. Addressing the backlog of pending applications and ensuring the smooth functioning of the Commission is essential for upholding the principles of transparency and accountability in Telangana.

RTI Website: Under Progress

Another critical issue is the state of the RTI website for Telangana. This online portal is meant to facilitate the filing of RTI applications and appeals. However, it is currently under construction. This delay in making the website fully functional is a significant concern. The website is a crucial tool for citizens to exercise their right to information. It allows them to file applications, make payments, and track the status of their requests. The current state of the website hinders these processes, thereby affecting the effective implementation of the RTI Act in the state.

The New Congress Government in Telangana

As the new Congress government in Telangana nears its 100-day mark, it’s time to reflect on the regime’s progress and the challenges that lie ahead. The State Information Commissioner is yet to be appointed, and the RTI website is still under construction. These are significant issues that need to be addressed promptly to ensure transparency and accountability in the functioning of the government.

The Previous BRS Regime’s Oversight

The previous BRS government’s apparent disregard for the Information Commission did not go unnoticed. Critics argue that this neglect undermined the RTI Act’s effectiveness, leaving citizens in the dark and public authorities unaccountable.

The Role of the Chief Minister

In contrast to his predecessors, the new Chief Minister of Telangana A. Revanth Reddy is well-known as an RTI applicant and activist in his terms as MLA and MP. His background gives hope to those advocating for greater transparency and accountability in government. However, the CM’s personal commitment to the RTI cause will need to translate into systemic changes.

In conclusion, while the new Congress government has shown promise, the road ahead is fraught with challenges. The next few months will be crucial in determining whether the government can deliver on its commitments and truly usher in an era of transparency and accountability in Telangana.
